Russian forces bombarded Ukrainian cities from the air, land, and sea on Monday, warning of an impending assault on Kyiv, as terrified civilians failed for a second day to flee besieged Mariupol.
The relentless fire has forced over 1.5 million people to flee across Ukraine’s borders as refugees, though many more are internally displaced or trapped in cities reduced to rubble by Russian bombardment.

International sanctions aimed at punishing Moscow have had little effect thus far, and Washington has stated that it is now discussing a ban on Russian oil imports with Europe.

The comments sent the price of Brent crude near a 14-year high, sending markets in Tokyo and Hong Kong into a tailspin.

On the ground, the heavy aerial bombardment continued overnight in Kharkiv, which has been under almost constant fire in recent days.

Ukrainian authorities reported that cities throughout the country were under attack.
“The enemy remains its offensive action against Ukraine, focusing on the encirclement of Kyiv, Kharkiv, Chernihiv, Sumy, and Mykolayiv,” said Ukraine’s Armed Forces General Staff in a statement.

According to the statement, Russian forces “began to accumulate resources for the storming of Kyiv.”

Regional military officials in the country’s south said Russia shelled the village of Tuzly in the Odessa region from the sea, targeting “critical infrastructure sites” but causing no casualties.

In Kharkiv, a Russian fire engulfed a university and apartment building in the city’s northeastern outskirts, destroying all the windows and leaving the facade completely blackened and charred.

Several dead bodies lay next to a car in the tangle of splintered wood and mangled metal strewn across the ground in front of the building.

One person’s legs, dressed in brown trousers and black boots, could be seen alongside the back of the car, its roof caved in under the weight of rubble.
