On Saturday, UN Secretary-General Antonio Guterres called for coordinated international action to address the problem of terrorist organisations using new technology to sow unrest.

He voiced alarm over the ways that various terror organisations abuse new technology to spread misinformation, sow division, and radicalise young people in a message read at the UN Security Council Counter-Terrorism Committee meeting in Delhi.

All 15 UN Security Council members are represented at the counterterrorism meeting in Delhi.

An employee of the international organisation read aloud Mr. Guterres’ remark.

The UN Secretary-General stated that although “new and developing technologies have unsurpassed potential to better the human situation everywhere, they have also been sadly exploited by many, including dangerous actors.”

“Terrorists and others who espouse horrible beliefs are misusing new and developing technology to promote disinformation, sow discord, recruit, radicalise, mobilise resources, and carry out assaults,” he said.

The COVID-19 outbreak, according to Mr. Guterres, has shown a number of areas that are susceptible to abuse.

While pledging to defend all human rights in the digital arena, he remarked, “We must adopt tangible measures to eliminate these vulnerabilities.”

This can only be achieved by effective multilateralism and international cooperation, he continued, “grounding our solutions in the goals and obligations of the UN charter and the universal declaration of human rights.”
