According to an executive summary of the panel’s findings released Wednesday, an intelligence panel investigating the cause of a spate of mysterious incidents that have struck dozens of US officials around the world has concluded that some of the incidents could “plausibly” have been caused by “pulsed electromagnetic energy” emitted by an external source.

However, the panel stopped short of making a definitive determination, stating only that electromagnetic energy and, in limited circumstances, ultrasound could explain the key symptoms – highlighting the extent to which the enigmatic illness is known colloquially as “Havana Syndrome” has remained one of the intelligence community’s most vexing mysteries.

“We’ve learned a lot,” an intelligence person familiar with the panel’s work told reporters, speaking on the condition of anonymity in accordance with the Office of the Director of National Intelligence. “While we don’t have a particular mechanism for each occurrence, we do know that if you report soon and get medical attention fast, most individuals get better.”
The discovery generally matches a late-2020 National Academies of Science assessment that deemed “directed, pulsed radiofrequency radiation” to be “the most feasible mechanism in understanding these events” – but stops short of reaching a definite decision.

The so-called expert’s panel consists of medical, scientific, and engineering professionals who have access to secret information concerning the accidents. Officials highlighted that the team’s study was limited to determining the likely mechanism behind what the government refers to as “anomalous health episodes,” rather than determining who, if anybody, was to blame.
A preliminary report produced last month by a separate CIA task team investigating who could be behind the incidents concluded that Russia or any other foreign opponent is unlikely to be waging a massive worldwide campaign meant to damage US officials.
However, the CIA would not rule out the possibility that a nation-state, particularly Russia, was responsible for approximately two dozen incidents that investigators have been unable to explain by any other known reason.
